　　Kyohei Aizawa, an assassin for a covert non-governmental espionage group in Japan called "SEEK", is grieving over the loss of his girlfriend from a tragic plane accident. 　　「フランケンシュタイン対地底怪獣」の姉妹編。クローン生物のフランケンシュタインが、より怪獣的になり、分裂によって山の怪獣サンダと海の怪獣ガイラの2体に分かれる。心優しい兄のサンダと人間を食う凶暴な弟のガイラが、骨肉相食む死闘を演じる。2匹の死闘は都市を中心に展開され、従来脇役に徹してきた自衛隊が、今回は生命の細胞までも焼きつくす殺人光線兵器・メーサー光線砲戦車を登場させ、互角の闘いを演じる。この日・米合作によるフランケンシュタイン2部作は、当時の怪獣ブームから、人間不在の怪獣トーナメント化した怪獣映画に一石を投じたが、本流にはならなかった。

　　影片以悲壮的笔触，描述了30年代时期，不丹国卡尔城金将军与日军勾结，在城里生产毒气，中国派遣特务“天字第一号”和现代镖局负责接出城主尤达。女镖师阿琼在爱慕尤达的金将军女儿芊芊帮助下，意欲和尤达一起逃走，但“天字第一号”力主要破坏毒气计划，结果被抓。金将军为救爱女，反过来帮助他们，与日军开始一场大战。
